The National Dialogue on NCDs 2026 is a high-level, multi-sectoral platform co-hosted by the Rwanda Non-Communicable Disease Alliance (RNCDA) and the Rwanda Biomedical Centre (RBC) under the theme “Leadership in Focus: From Commitments to Delivery: Advancing Multi-Sectoral Accountability and Sustainable Financing for NCDs in Rwanda.” Organized within the framework of the Global Week for Action on NCDs, the event convenes key policymakers, technical health agencies, development partners, academic leaders, civil society coalitions, patient advocates, and accredited journalists to reflect on national progress and establish actionable pathways for chronic disease governance.

The initiative addresses the escalating health, societal, and economic toll imposed by major non-communicable conditions, including cardiovascular diseases, diabetes, cancers, chronic respiratory illnesses, and mental health disorders. With out-of-pocket medical spending frequently driving families into catastrophic poverty, the dialogue evaluates Rwanda’s ongoing prevention measures, such as health taxes and tightened regulations on alcohol and tobacco, while translating global commitments from the 2025 UN Political Declaration on NCDs into funded, country-wide delivery.

At its core, the dialogue aims to secure predictable domestic health financing by advocating for measurable budgetary targets, expanding health taxes, and integrating essential NCD diagnostics, medicines, and technologies into Community-Based Health Insurance (CBHI / Mutuelle de Santé). It additionally reinforces primary healthcare reform to embed chronic care, mental health, and HIV management into integrated Universal Health Coverage (UHC) benefit packages.

Beyond financial mechanisms, the platform prioritizes patient leadership by ensuring people living with NCDs directly inform national service delivery and policy design. The collective multi-sectoral consensus, technical evidence, and civil society benchmarks generated throughout the dialogue serve to directly shape the formulation of the next five-year Rwanda National NCD Strategy and Costed Action Plan (2026–2030) and guide the national delegation ahead of the 3rd International Dialogue on Sustainable Financing for NCDs and Mental Health.
