Seizing the Moment: How the UN High-Level Meeting on NCDs and Mental Health Can Shape the Future of Tobacco Control

Tobacco use continues to be a leading risk factor for noncommunicable diseases (NCDs), contributing to over 8 million preventable deaths each year. This imposes a significant burden on both health systems and economies, with the cost of NCDs estimated to reach trillions annually due to premature deaths, productivity losses, and healthcare expenses. Despite substantial progress in reducing tobacco use, current trends indicate that the global NCD target of a 30% relative reduction in tobacco use by 2025 will not be achieved. The response to tobacco use remains insufficiently funded, and tobacco industry interference continues to hinder progress. Notably, tobacco excise taxes have regressed in 76 countries in recent years.

The fourth UN High-Level Meeting (HLM) on NCDs and Mental Health, scheduled for 25 September 2025, presents a critical opportunity for governments to adopt new, measurable targets and objectives. This workshop will build on both the successes and challenges encountered in implementing past commitments. Strengthening the implementation of the WHO Framework Convention on Tobacco Control (WHO FCTC) should remain a core pillar of the NCD response, with a renewed focus on improving policy design and securing additional resources and political will for these commitments.
