The #HLM4 Political Declaration on NCDs and Mental Health is under serious threat. Member States are backing away from evidence-based measures—like health taxes—and considering the removal of vital, action-oriented targets. This is a pivotal moment. A watered-down declaration will fail to protect lives and advance health equity.
The NCD Community is expecting the circulation of Revision 2 (Rev.2) of the Political Declaration on NCDs and Mental Health in the next day. According to the latest intelligence, several blocs continue to express strong concerns regarding the proposed language and targets on health taxes. At the same time, some influential countries that have championed health taxes in the past have not actively engaged in the current negotiations.
Targets also continue to remain at risk – there are several blocs who have already expressed their opposition, with a critical bloc who has been reserving their position(s). It is crucial that civil society reinforce the importance of a concise, action-oriented Political Declaration with Member States.
Retaining strong commitments is essential to achieving real progress on NCDs, which continue to be the world’s leading cause of death.
