Strategic access levels to lower costs of medicines and devices

 

Brazil combined listing, health technology assessment, price negotiation and centralised procurement to expand access to insulin analogues while protecting the sustainability of public healthcare budgets. Listing was a critical first step, enabling insulin analogues to be prioritised for public financing and procurement and subsequently reimbursed through the public health system. The Brazilian experience illustrates how these strategic access levers can work together to improve access to higher-cost medicines while managing their budget impact.
