Colombia imposes ambitious taxes on tobacco, sugar-sweetened beverages and ultra-processed foods. A significant portion of the revenue generated is earmarked for its health system. By linking taxation with health objectives, Colombia is using fiscal policy to advance both public health and sustainable health financing.

Strategic access levels to lower costs of medicines and devices

Colombia uses several strategic levers to improve the affordability and access of medicines. Its pharmaceutical pricing policies have attracted international attention, while pooled procurement through the PAHO Strategic Fund helps reduce the cost of selected medicines. Colombia also provides financial protection for people with high-cost and chronic conditions, helping limit out-of-pocket costs. Its SISMED system collects and publicly reports medicine prices, improving price transparency and supporting efforts to strengthen access to essential medicines.

Investment in/prioritisation of data and surveillance

Colombia uses data to inform health system decisions, including on prescribing, medicines prices and health spending. Its national health information system consolidates data from multiple sources to support policy making, financing and service management. Colombia is also developing an interoperable electronic health record system that enables clinical information, including prescriptions, to be securely shared across health providers.
