Concrete spending targets established

Uganda’s National Multisectoral Strategic Plan for the Prevention and Control of NCDs identifies priority disease areas and links NCDs to treatment costs, productivity losses and wider development goals. The five-year plan was costed at approximately US$102.4 million (UGX 389.2 billion), with substantial resources allocated to comprehensive and integrated NCD prevention and management. It also sets out implementation, financing and monitoring arrangements to guide delivery.

Investment in/prioritisation of data and surveillance

Uganda’s NCDI Commission used national data to quantify the burden of NCDs and injuries, including their concentration among younger and poorer populations. This evidence was used to identify high-impact, cost-effective and equitable interventions to inform investment and resource allocation decisions. Complementing this analysis, Uganda’s disease-disaggregated National Health Accounts provide a detailed picture of how health resources are currently being spent. This is key for identifying gaps between needs, priorities and existing expenditure.
