This means the draft text will re-open for negotiations — creating a high risk of further weakening commitments that are already less ambitious than previous versions.
Without strong global targets, robust fiscal measures, and proven prevention policies, the declaration will fall short of the commitments needed to achieve SDG target 3.4 and protect millions from preventable illness and death.
